What do I do? How do I save a picture in the correct format?

I wouldn't consider myself completely computer illiterate, but here's my problem: The computer I have doesn't have a word processing program only Notepad and WordPad, I do however have an older version of Adobe Photoshop (starter edition). I need to save a photo from Kodak.com to my computer in the correct format to upload to ebay and cannot do it for the life of me. Please help (If there is any!!) Is it impossible to save it in the correct format without a word processing program???
