Comming to settle with my 3 kids and husband from sri lanka .What is the best province to settle.?

We like to settle in vancouver or Toronto .It is really diff cult for us to decide.My children are small so we need to think about education ,transport, health facilitates and safe environment.Further we need to consider whether also as we coming from sri lanka.We would like to avoid Extreme cold .Please help us to select the province and the town (location ) to settle.this will be a great,great help.
