Should I get the bird if...?

He sounds like he could be sick...sitting puffed up, not moving around...and I'm not sure about the missing feathers, but it could be a bad sign. Basically you want the healthiest looking bird you can find, and that one clearly isn't it. Look for one that is very active and alert.
