Honda civic otd price incl. dealer fees and tax.numbers pls.just need an idea?

some told me to go to kbb but it says 18000 is that price have tax included.can anyone tell me the price for honda civic lx in numbers bec i m confused i want to know the definate price that i can negotiate with then.can i go to like in the upper seventeens.i dont want any acceceries
