Capricorn Guy Just...Stares!?

I'm really confused. When I see this capricorn guy on my university campus, he just stares. And I don't mean at my body, I mean into my eyes. It's like he's trying to tell me something but the heck if I know what it is. Is he trying to communicate that he is being kidnapped at gunpoint and that I should call the police? Or does he want me to approach him and ask him out? I think he's basically everything I want in a guy and I don't want to scare him away, but I'm a direct person so I'm really just thinking about asking him on a not-a-date social thing, uming there is no questionable-looking dude standing behind him with a firearm. But before I make an asp (that's not a typo, just a creative word replacement) of myself I'd like to know...is this unusual behavior for a capricorn guy? I mean, everyone likes to look so if that's all he's interested in then I'd rather know without making an asp of myself. How can I tell whether he's interested in making a purchase or just window shopping?
